Ask for a list. Design, hosting, maintenance, support, mobile design, contact buttons, basic search setup: which are in the price, and which cost extra?

Ask who owns your content, your design and your domain name, and what happens to each if you leave. There is no single right answer, but it should be written down and clear. Look for the cancellation terms in writing. Can you cancel at any time? Does billing stop straight away? Are past payments refundable? Nobody outside Google controls search results. Any provider who guarantees you a first-page or number-one ranking is promising something they cannot deliver. Sensible on-page setup helps search engines understand your site, but results depend on many things, including your competition.
A web design company's own site is its shop window. Does it load quickly? Does it read well on your phone? Is the pricing clear? Are the contact details easy to find, and are there proper terms and a privacy policy? If a provider cannot get their own website right, that says something.
Ask to see real websites they have built, and where possible speak to a customer. Be wary of portfolios made up entirely of concept designs or mock-ups that are presented as real client work.
DIY website builders give you the most control and the lowest cost on paper, but you carry all the work and the responsibility. Freelancers can offer good value and personal service, though it pays to check how they handle changes and problems. Agencies often provide a fuller service and a bigger team at a higher price.
